Apparently Permanent Account holders (as well as Paid account holders) have ten $10 coupons for paid LiveJournal time (here). Basically, you can do automatic payment for $9.95 or manual payment for $15 instead of the usual $19.95 or $25. Note that apparently you cannot use them to renew current Paid accounts.
